DEPUTATION

• Regular contribution to the scheme is imperative for the members to keep the insurance policy alive. Personnel who have availed long-term loans from AFGIS are required to ensure timely remittance of EMI (Equated Monthly Installment).


• Personnel who proceed on deputation are required to pay their contribution and loan repayment installments directly to AFGIS as their IRLA are ceased to be maintained by AFCAO. Personnel posted abroad in various Embassies/ High commissions and held on Air HQ (Misc Establishment) have their IRLA continued to be maintained at AFCAO. As a special relaxation, the Board of Trustees (AFGIS) in Oct 90 had decided that personnel posted abroad may opt to discharge, their AFGIS dues in Indian Rupees, by remitting their contribution, EMI directly to AFGIS.


• Following procedure is, therefore, laid down for each category of personnel proceeding on deputation/ posting abroad.


• Deputation in India or Abroad


• When IRLA is maintained by AFCAO Recovery of AFGIS dues in case of deputationists (eg. deputation to AFGIS/ AFNHB/ IAFBA etc) for whom IRLA is maintained at AFCAO, will be continued to be made in IRLA as before.


• When IRLA is not maintained by AFCAO When the borrowing Govt./ department is to pay the services of the IAF personnel, (as per the terms and conditions of deputation incorporated in GOI Min of Defence letter), AFCAO will cease recovery of AFGIS dues (contribution / EMI) in the month in which the officer/ airmen proceeds on deputation. It will be the personal responsibility of the GIS member to ensure that their AFGIS dues (i.e. Contribution/ EMI/ Pre-EMI) are remitted by themselves directly to AFGIS as per the procedure laid down in para 6 below.


• Posted Abroad For IAF Personnel who are posted abroad in High Commission/ Embassies, IRLAs are maintained at AFCAO. However, such personnel may opt to remit the AFGIS dues contribution and EMI due in Indian Rupees directly to AFGIS. Personnel who opt to remit directly to AFGIS are to submit an application in duplicate as per Appendix 'A' . Personnel who do not opt for direct remittances are to render a certificate as per Appendix 'B' . Direct remittances are to be made as per the procedure laid down in para 6 below. On reversion of the posting from abroad, the member is to submit an application directly to AFGIS as per Appendix 'C' .


• Procedure for Direct Remittance by Member Personnel on Deputation/posting abroad eligible for direct remittance of AFGIS dues are to ensure the following :-


• All remittance to be made by Bank Demand Draft payable at New Delhi in favour of 'AIR FORCE GROUP INSURANCE FUND'.


• Cheques are not acceptable unless such cheques are against branches of Banks operating in New Delhi (Local clearing cheques).


• Members may issue standing instructions to the bank for monthly remittance to AFGIS , in which case, members are to ensure availability of sufficient bank balance. This ensures regular remittance and avoids consequent lapse of cover and inadmissibility of Flying Pay.


• Remittance is to be made well in advance so that the dues are to be realised by AFGIS on or before 7th of every month for which recovery is due. Default in timely remittance leads to lapse in cover of the insurance policy thus denying the benefit due to next of kin. In case of aircrew members, lapse of FPLI leads to inadmissibility of Flying Pay.
