Q 4.1. What is AFGIS sponsored ECHS Bus Service?

It is a scheme of AFGIS to convey ECHS members (Air Veterans) from pre-determined points to ECHS polyclinics / service/ civil empanelled hospitals and back.


Q 4.2. What is the criteria for providing ECHS bus service?

The scheme provides bus service for ECHS members (Air Veterans) through local Air Force Units / AF Hospitals to cater to the following situations:-'

  • Stations where strength of ex-servicemen (Air Veterans) within its proximity is high and where there is huge dependence on Hospital Routine Run service transport.

  • Stations can also consider AFNHB / AWHO Complexes within their vicinity where concentration of ex-servicemen (Air Veteran) exists for conveying them regularly to the nearest Military Hospital from such locations.

  • Stations under whose control ECHS polyclinics exist can consider introducing this bus facility to convey ECHS members (Air Veteran) and their dependants from such polyclinics to Service Hospitals and back.

  • ECHS bus service to convey ECHS members (Air Veterans) from AF controlled ECHS polyclinics to Civil empanelled hospitals (one both way trip covering all such hospitals without detention) can be considered by Stations exercising control over such polyclinics.'


Q 4.3. Which are the stations where AFGIS sponsored ECHS bus service is functional?

Presently this scheme is functional at nine Stns.


Q 4.4. If I wrongly transfer any amount in AFGIS bank account, what should I do to get the refund?

Write a letter or email to Secretary AFGIS with transaction detail and mention the appropriate reason for such wrong transfer to the office to get the refund.


Q 4.5. Does AFGIS pay the bills for the bus service? What are the requirements for getting the bills reimbursed?

The bills are initially paid by the ECHS Cell / Stns through Service Institute of the AF Station. The bills are then forwarded to AFGIS for reimbursement. The bills are reimbursed on the basis of the contract amount agreed between ECHS Cell / Stns & the Vendor subject to taxes. The original bills must be attested by the Stn Cdr / AOC, along with copy of payment voucher and attendance / control sheet must be forwarded for reimbursement.


Q 4.6. Who handles the bill / tax issue?

All matters relating to bill / tax are to be handled by the ECHS Cell/Stns.


Q 4.7. Is the fixed transport exempt from taxes (GST)?

No, the AFGIS sponsored ECHS bus service is not exempt from GST.


Q 4.8. At what rate is GST applicable on ECHS bus service?

GST is applicable on ECHS bus service @ 5% of the amount payable.
